「キツツキの穴が空いてる」is not an idiom, it's probably a metaphor, meaning 'revealing the truth'. Sometimes「ように」is just ommited, you know.

Uhm, it turns out this expression means 'to have no brains'. So the sentence "Because this would open a woodpecker’s hole in the faces of the citizens? Of everyone?" should be translated as "Does everyone in this country has a hole in their head?" or something like that.
