Really, in the end I suppose this is a minor issue, and you are the editor for Unicorn so it's your decision as to whether you want to check this issue about the double brackets with Teh_Ping. I'm really sorry to bother you about this issue again but I think really think you should check with Teh_Ping first as to whether or not double brackets should be used for terminology in Unicorn.

Gundam Unicorn

Just a thought, but I think you should check with Teh_Ping first as to whether or not << >> should be used for terminology.

I think you should check as Teh_Ping used double brackets throughout the entire translation of Volume 2. Whereas in Volume 1 he used other methods, e.g. ‘Industrial 7’ or italics, etc. So I think this means that he would prefer for double brackets to be used in the translation since they were used exclusively for denoting terminology in Volume 2 and they were used from the start of Volume 2's translation.

See the edit history for Gundam Unicorn Volume 2 Chapter 2 on 04:07, 27 April 2012 where Teh_Ping used ‘’ around the name Garencieres. In his following translations, from 16:11, 29 April 2012 onward, double brackets are used instead of ‘’. Also, I think Teh_Ping prefers it when editors don't change his translation style too much and the double brackets seem to be a part of his style for Unicorn.
