“It’s not enough just to like! A true relationship has to have love!”

As always Kaichou puffed out her tiny chest and confidently stated some line she had gotten out of some book.

It was a line that was a little acute to hear for me so I looked away, but Kaichou thought that this was a good chance and said “Isn’t that right! Sugisaki!” and turned the conversation to me. ….. Damn, this kiddie Kaichou who only knows to repeat words of other people.

“Y-yes. Of course, relationships need love.”

“Right!”

“Y-yes.”

“Riiiiight~!”

Uwa, what sort of an attack is this! That’s right, I’m just a insincere bastard. I’m aiming for a harem! I know I’m a little far from being faithful!

Kaichou’s was immensely pleased with herself. …..Th-this is annoying! To be teased by Kaichou like this, it’s really annoyting!

“Ken~ isn’t this strange? For you to lose to Kaichou, nyahahaha~”

Minatsu whispered next to me with a grin. Her face was close to mine. That was good but… ahh, I can’t be simply happy in a situation like this!

“That tiny Kaichou says ‘right’ things sometimes so it’s hard to talk back.”

“Ah, I know. It’s a little annoying, right things.”

“There are a lot of things that you know is back but aren’t really a problem. But there are always people who like saying what’s right and trying to look good. …. Like that person over there.”

Minatsu and I looked at Kaichou. She had her chest puffed out triumphantly. …..That’s sometimes heartwarming, but right now I’m just a little angry.

Mafuyu, who was sitting diagonally to the front of me, joined in our conversation quietly.

“Mafuyu knows too. Like, like, Mafuyu likes videos games but mum always says ‘It only makes your eyes worse. What’s the use of playing games?’. That’s true….. but……”

“Ahhh, yeah. It’s not like I’m not bothering anyone, so I don’t want to hear things like that. Even though I know that they’re right.”

“Y-yes, it’s really like that.”

“Ah, I’ve been through something like that too. I just cross the road even if it’s a red light if there aren’t any cars around.”

“It’s breaking the rules, but it’s a little stupid. Especially since my house is out in the country, and there are times when I can’t see a car for miles with my 1.5 eye sight. But just waiting for the green light feels a bit dumb.”

“And if I’m told off I can’t really say anything. Hmm, I end up saying to myself: I know I was wrong, I know I was wrong but~”

As the Shiina sisters and I were getting closer with an odd connection Chizuru-senpai stopped studying and smiled with a little ‘fufu’.

“But you shouldn’t break the rules.”

[Uuu……..]

“You should cross the road only when the light is green.”

“Uuu.”

“Well, I play games in a dark room and trust my eyes more than the signal. These eyes that have become a little short-sighted because of my gaming habits.”

[You’re the worst one!]

People who talk about right and wrong while being lenient to themselves are the people who others dilike the most. Chizuru-senpai, I’m not sure if I should say she never changes or what.

As we were talking Kaichou came back from her own narcissistic world. Kaichou got up on her chair with a “heave-ho”. The agenda she wrote on the whiteboard today was

[The problem of disorder in our school]…. It’s very mundane.”

“It’s mundane but that’s why we have to try our best to do something about it.”

“Uuu….”

Right talking again. Ah, I’ve really bad luck today. It seems that my horoscope today is extremely bad. My blood type luck is most probably rock bottom as well.

Chizuru-senpai looked at the agenda and cocked her head.

“But we should just leave these sort of things for the discipline committee. And the kids in our school are relatively nice. Especially if you compare them to kids from other schools.”

That’s true. I heard that ‘Otobuki High’ that was our neighboring school is supposed to be pretty bad, and I haven’t heard a lot of good things about the other schools either.

Compared to them our Hekiyo High is a really lucky school. Maybe it’s because of the traditional way we have of picking out our student council members, but most of our students act with at least some restraint without having to be told anything. Most probably it’s because they think that ‘everybody is a part of the school’.

So both the student council and the discipline committee don’t really have much to do. The problems we get are mostly things like the horror stories and news articles that we can laugh off.

There shouldn’t be anything that wrong in the school as to decide that today’s agenda should be about disorder in the school….

But Kaichou shouted out as if to refute that thought.

“What do you mean! There’s lots of disorder! Mostly….. well….. relating to re-relationships.”

“Relationships?”

I asked our blushing loli Kaichou.

Kaichou replied with a ‘Y-yeah that’s right.” And kept talking.

“It might be because of our vice but these days I see…. A lot of embarrassing things in the corridors! Li-like a girl and body holding hands…..”

“Hmm? Is something like holding hands really a problem?”

“O-of course it is! It might be okay if it’s just the two of them but…. Holding hands when other people are looking, they should be ashamed! What are they doing in a place of learning!”

“Haa.”

I looked around wondering if I’d just become very insensitive because of all the eroges I’ve been playing. But Chizuru-senpai and the Shiina sisters all looked a little lost. It really seemed as if Kaichou was a slightly oversensitive.

Minatsu raised a hand with a “Here!”. There really isn’t a need to do that…. Kaichou said “Yes, Minatsu.” Like a teacher, and Minatsu said without much thought.

“Kaichou might not know but there’s even more serious things than that. Walk around after school. Especially in places where there aren’t many people. They kiss and you can even see people having ○○○ in……”

“What….?”

Kaichou became speechless. But Minatsu kept going without much thought to that.

“Well if you want to call it disorderly I suppose it is. But who cares? It’s not like anybody’s being hurt by it. Well, you feel a little awkward if you walk by a scene like that, but isn’t that love?”

I agreed with Minatsu.

“That’s right, Kaichou. After getting conquered by me after a couple of months you’ll ask for me even in schoo…….”

“You’re expelled------------!”

She screamed while I was talking. Kaichou said with a red face.

“E-e-everyone who does that are all expelled! No excuses! I-it’s weird! What do they think school is!”

“A place where you trigger flags.”

“Shut up Sugisaki! Until Playst○tion 5 comes out!”

“That’s too long!”

There’s no way of knowing when that would be. The fact that it wasn’t 4 was even worse.

Chizuru-senpai chirped in coolly at her own pace.

“But we really can’t do anything about it Aka-chan. Sexual disorder isn’t a problem that only occurs in school, and it’s not something that the student council can stop.”

“We’re not stopping them! We’re getting rid of them!”

“But if we do that, even if it’s not Sugisaki most of the students will disappear from our school.”

“That can’t be helped!”

“….. Aka-chan it’s important to bring order to the school but we should think about the students first. We are the ‘council’ for ‘students’.

“Uuuu…..”

Chizuru-senpai was very mature. Even Kaichou was pushed back.

…. Hmmm. I wonder why she rejected me so quickly. Kaichou’s ‘tsun’ is too strong.

“No, I think everybody would have rejected you.”

Minatsu threw a tsukomi after reading my mind. Hmmmm. But I love the students so much…….

But Kaichou didn’t let herself lose to Chizuru-senpai’s reasoning and shouted “No!” again.

Chizuru-senpai put her hands up in a sign of defeat and turned to us. It was the signal for ‘We can’t stop Aka-chan while she’s like this’. The Shiina sisters and I gave a sigh.

Then Mafuyu-chan, who had been just watching all this time, put her hand up. When Kaichou said “Yes, Mafuyu” Mafuyu started to talk in a small voice.

“Ma-mafuyu thinks that it’s not very good but…. Well…. Isn’t it okay if we leave them alone if they want to…….”

“If they want to?”

“N-no, not like that!”

At my question Mafuyu turned redder than Kiachou. Mafuyu-chan’s skin was usually almost sickly pale so it really stands out when she blushes. And Mafuyu-chan in those moments becomes even more ‘moe’ then Kaichou. …. Ah, pleasure.

“This is just when I want to kill Ken.”

Minatsu said something frightening but I just ignored that.

At Mafuyu’s suggestion she shouted “No!” even to Mafuyu. Mafuyu-chan went “Hiii” with tears in her eyes. …. Ah, moe.

“That’s why people say that youngsters these days have too many problems! Somebody has to stop it! If this carries on it’ll become a world where students having kids is normal!”

“Well, in the past people used to marry when they were even younger than that…..”

“A-anyway! Things like that can’t happen at our school!”

“Why?”

“Because I’m the president!”

[Ah…..]

Everybody understood it with that statement. Understanding just comes to you when you looked at Kaichou’s loli exterior. It really felt as if that shouldn’t happen. We all thought that a school that Kaichou is looking over should be a little more innocent.

But…..

“But like Chizuru-senpai said, people usually just get more excited if it’s forbidden. It’s like there’s really no answer to this. Think about it, the reason people have ○○○ in school is because it’s against the rules.”

“Huh?”

“It’s the same as the horror stories. People enjoy the thrill of it. If the student council tries to stop it, it might actually have an adverse effect.”

“Hm, mmm. It’s actually something right from Sugisaki…..”

“Of course! Not being able to have ○○○ at school! There’s no dream in that! If it’s a eroge in a school it becomes boring without CGs without the school as its background!”

“…… I think the school will become better if we expelled Sugisaki.”

Kaichou put her hand on the forehead. That’s a little overboard. There’s nobody who loves school more than I do…… especially as a sexual background.

But it seemed that Kaichou was really thinking about this seriously. Everyone looked at each other.

Hmm, we won’t be able to treat this like we’d normally do…..

I asked a little more quietly.

“Aren’t you going to date or anything Kaichou?”

I was going to say ‘with me’ but Kaichou seemed serious, so I let that drop.

Kaichou went “Hmmm” and muttered.

“If I do I’ll be careful not to cross the line.”

“Hmm, that’s right.”

But I wondered if dating is actually dating precisely because you start to not care about things like that. But this differs with each person so there’s no real answer. It’s a hard question.

I’ve always thought this, but the agendas we cover here usually deal with people so it’s always hard to get a definite solution. That’s why anybody can do it, and that’s why anybody who does it will have a hard time.

Hmm…. What to do.

As I became lost in thought Mafuyu spoke up.

“Bu-but well….. I think that it’s not crossing the line as long as you don’t do things in class…. E-even if it’s inside the school we could say that after school is free time……”

“Really? I think that students have a responsibility as students until they change out of their uniforms. ….. Taking it too far is not right.”

“Uuuu……”

She was right. Causing problems when you’re in your uniform and causing problems when you’re not are two completely different things. Taking it too far…. But who can say when it is taking it too far? If a young couple really love each other isn’t it natural to want each other? How can we decide in such a short that time that that’s wrong.

…..On the other hand, there are people who do those sort of things as a joke. So we can’t just say that it isn’t. And it’s not like we can tell if people are playing around or being serious.

“Then what do you want to do Kaichou? Make a set of rules that put limits on dating?”

“I-I don’t want to go that far…..”

Kaichou wavered at my words. Hmm, I was a little unfair. Maybe I went a little too far to one side.

“I just want them to not cross the line…..”

“……”

…. Well, the joke became a little serious now that it’s come all the way here, but even I don’t recommend doing things in school. No, really. But I do understand the position of people who do. Why do we want to put our foot down even when they’re not harming other people?

Isn’t there a good way.

As I was thinking this Chizuru-senpai put forth an idea while spinning a pen.

“Then Aka-chan, how about handing out a notice to students from the student council. Any problems with that?”

“Hm, mmmm.”

But Kaichou didn’t seem satisfied with that and muttered with her arms crossed.

“I don’t want to warn but ban it.”

“If it’s that it’s already down in the school rules. If they’re found out by a teacher wouldn’t they at least get suspended?”

“Pfft, but that’s a law that nobody follows.”

“Then wouldn’t it be the same if Aka-chan makes a new rule?”

“Uu, uuuu.”

Kaichou began tearing up at what Chizuru-senpai said.

At this, even the Shiina sisters and I sent looks of empathy. Even Chizuru-senpai realized what she did and regretted it. …. I failed. I made Chizuru-senpai play the bad role. I failed as the owner of the harem. I started out to fix this.

“Kaichou said in the beginning right? It’s only a proper relationship if it becomes love. That’s the problem. If it’s a relationship where they both hold each other precious do you want to stop them?”

“N-no, that’s not it. B-but I don’t think there are a lot of people like that. Even if they ‘like’ each other they don’t ‘love’!”

“….Hmm, you’re right.”

Kaichou looks like a kid, and her personality is like that too, but she manages to look straight through to the truth of things with that innocence.

There really wouldn’t be many couples in our school that really ‘loves’ each other.

And I don’t think that people should be able to do whatever they want even if they do love each other. I understand the stance that rules are rules. But at the same time I understand cases like Minastu’s ‘crossing the road’ where people say ask why shouldn’t they if they’re not harming anybody.

What to do. It’s hard this time because Kaichou is serious about this. It seemed as if it’ll be hard to just go past it like the horror stories and the news paper.

Minatsu struck up a topic as if to change the mood.

“Oh-oh yeah. The manager and captain of the soccer team are going out. But they’ve already been going out for two months already but haven’t even held hands.”

“…..That’s healthy.”

Kaichou muttered. It seems that that’s the type of relationship Kaichou thinks is perfect. Hm, it’s understandable.

I continued that with a “Then”

“Does Kaichou think that people should do sexual things in college?”

“……. ……Hmmm, well. I think that they shouldn’t in school. Same for office workers. In work and school, people shouldn’t do those things.”

“How about holding hands?”

“No.”

“Fooling around at home?”

“Yes.”

“How about high schoolers?”

“….. Even at home, no.”

“College students?”

“…Hmm, ma-maybe.”

“Okay.”

I sort of understand Kaichou’s standards. It’s the usual standard that good students have but it seemed she had some pretty normal views.

“Ma-mafuyu thinks the same as Kaichou… but, but there are people who think differently. S-so, I think it’s bad to tell people what to do.”

It was a rare instance of Mafuyu talking her mind. After this Kaichou went ‘hmm” and was lost in thought.

Ah…. This is why stuff like this is tricky. There are no answers. Things like these take up a lot of time and usually nothing gets decided on. If that’s going to be what happens….

I exchanged glances with Chizuru-senpai. Then I stepped forward.

“I understand what Kaichou wants to do. That’s right. It’s the correct way of doing things.”

“R-right?”

Kaichou puffed out her chest, gaining confidence at my agreement. Chizuru-senpai joined me.

“Yes. Aka-chan’s right. We’ll send out notices and make a speech during the next assembly. We’ll ask the teachers to be stricter as well.”

“Y-yeah.”

A smile came back onto Kaichou’s face. But it was still somehow unsure. Ah, oh. Since we pushed our thoughts forward too fast, even if we did put Kaichou’s thoughts into consideration she isn’t completely satisfied with the conclusion….. well that is one of Kaichou’s good points.

The Shiina sisters, feeling the situation out, helped Chizuru-senpai and me out.

“Yeah, that’s right~ it is getting a little too much so it’ll be good to tell them off a bit.”

“Y-yes. Mafuyu doesn’t want to see those things either.”

After hearing this, Kaichou became steadily more livelier.

“Right? Right! Everybody is too disorderly! I’ll have to give them a good lesson!”

“Wow, Kaichou’s so awesome!”

“Ahem! I’ll tell them next assembly!”

“…….”

I imagined it for a bit. This kiddie kaichou talks about relationships…..

(E-evwyone! Ah, I-I bid my tongue. E-everyone. Good morning. The season is now clearly summer…. And the leaves are…. Ah, well…. Tha-that’s that. Th-these days, we-well! Pe-pe-people are doing naughty things in school! I-I think it’s really bad! Ahh. A-anyway it’s bad! E-everyone, please be more healthy with your relationships! Blargh!!”)


……..

It might actually become a fuzzy, flower petaled sight. Everyone will just stare pleasantly at the president. That’s not good. Chizuru-senpai, the Shiina sisters, and I all had the same thought and started pouring cold sweat.

I made a hurried suggestion.

“Ca-can’t I do the speech next assembly?”

“What? Sugisaki? Why all of a sudden…..?”

Kaichou opened her eyes wide. I stood up and said.

“W-well! I think that if a person like me says it, it’ll be more effective! Think about it. If a harem obsessed person like me does it, doesn’t it feel like it’ll really have a good effect?”

“Really……?”

“Of course!”

I persuaded Kaichou as she hesitated. Kaichou was convinced by my vigor and said ‘O-okay” and entrusted the next assembly to me.
