In my opinion, no, it does not. While she might be dressed up as a character of sorts, that does not constitute cosplay. Such "cosplayers" give cosplay a bad name, not to mention the fact that they "defile" the character in how they do things that are outside of the canon by a long shot. I tend to think of it the way Oono does in Genshiken, more or less. Just because you wear the clothes does not mean that you "are" the character.

imho for it to be considered a cosplay:

-first it should LOOK like the char (obviously but needs to be mentioned)
-n second he/she should ACT like the char (ok if the character is a pervert you can make some exceptions)

The problem is that she is "cosplaying" a Kyuubey/Madoka cross, which is not even a character in the Madoka uni-/multi-verse. Secondly, neither of those characters act in this way, especially since Madoka is still in junior high. That puts her under the legal line. So, the cosplayer is violating at least two conventions here.

One of my biggest beefs with cosplayers like this one is that they give the appearance that they halfheartedly know the series at best without trying to portray the character accurately. For Japanese cosplayers, I would say this is "guilty crown" number 1, especially when you look at the cosplaying girls who wear the same smile for every character they do. Secondly, if you are passionate about a series, please do not more or less literally rape it by your fantasies. It is not like a shortage of eroge/hentai exist out there that you can "support" through your cosplay.

Inori one was the best done. The other two didn't have the facial expression/posture.

I like the Nagato one because it is reminiscent of the Suzumiya Haruhi-chan shorts. I think it captures that version of Nagato perfectly.

As for the Asuka, while she does not exactly get the expression, the cosplay for the plug suit is the best I have seen so far bar-none. None of the other ones I have seen have the right material to make it look right.

By the way, the cosplayer for Inori is the same one for Yu that I posted a few months ago. Her cosplay name is Miyuko, despite the fact that she is Korean. Also, if I post ones that I have posted in the past, sorry. I cannot remember most of the stuff I post here after so long.

The first and third characters are Konpaku Youmu from Touhou. The second one is Shameimaru Aya, also of Touhou fame.

Louise, Kirino and Inori, I guess. Inori one the best, Kirino's was quite cute and beautiful, though since Kirino isn't, it doesn't work. Louise one was too big.
