Akumetsu Ken (Love Hina) and Kojima Akira (Mahoraba)

Love Hina defined the romance/comedy/ecchi/harem genre and it still has impact on anime and manga development. Not to mention, all the characters are very developed, unlike the ones in Ichigo 100%, Kimi no Iru Machi, Suzuka, etc.

Mahoraba has some of the best characters to date, and they're just so... lifelike (in a sense).

I really should have put Adachi on the list sooner but I didn't have the time to read his work (namely H2 and Katsu) until the 2 week break for the olympics (yay!), but most of them are very good.

A possible candidate for the list is Minazuki Suu of Watashi no Messiah-sama fame but he can't seem to decide between story or fan service

have you read Kojima Akira other works Manabiya and Wa!? I find them both to be excellent except translation is damn slow!

Kojima is apparently sick and his doctor told him not to overwork or something (I'm guessing it's his wrist since he's been out since July)
