Hello. I want to express my intention on working on FIlipino (tagalog) translation of Toaru Majutsu No Index. Though I am relatively new here, i have been contributing translations of SAO in Filipino. I'm hyped about this project so please allow me to do this. Rest assured that I'll commit myself on completing this project. Thanks!

Well, it's possible :
"all you have to do" is translating one chapter (not only the prologue), then create the main page on the wiki :

inspiring you from the English page.
don't forget to add the following on top of your main page :

(And post your chapter on your page obviously)

Then create the registration page :

Again, inspiring you from the English registration page.
Then you should add a link on the English main page to your main page.

Once you have done the whole (with at least a chapter translated!), you may pretend to get approval from the admin
I don't know who's in charge for your language, but you may ask Darklor, he certainly knows those things.
