I doubt woof happily would work.

It's be like saying, cheer cheerfully. Or pout poutingly.

Woof is a verb that doesn't really work with other adverbs.

I'm sure you would use the word "quack".

As in, "The dog quacked happily."

If not "quack", use "hiss".

As in, "The dog hissed happily."
