Crow like a pigeon

I was having a discussion with Fuchikoma concerning one of the idioms used in the volume which is
Koizumi said ambiguously while crowing like a pigeon
I believe it should be coo, he believes it is right.

He states that crow like a pigeon is an uncommon idiom for boastfulness.

I think it's just a simile for Koizumi delivering his speeches in that stylistic way.

So anyway, what do you guys think? Note, it's not like a fight or anything. Just a disagreement.

Who is "poke"? The only similar phrase I've heard uses "crooning" not "coo", though I suppose all of them work fine.
